Founded in 1991, the ICAR Foundation is the first organization in Romania dedicated to supporting victims of torture, political repression and other serious forms of abuse. Since its establishment, we have constantly expanded our mission to meet the needs of all people whose rights have been violated, upholding human dignity and fundamental rights.
